State Systems Office Recruiting for DevOps Engineer, Release Manager

The senior engineer and release manager for the Office of Systems Integration will work internally and with other entities on a large child-welfare project involving the state, the 58 counties and tribes.

A state technology office is recruiting for two key positions in a new unit working with child welfare and involving two other state entities.

The Office of Systems Integration (OSI), part of the California Health and Human Services Agency, is seeking to fill two positions -¯ a senior DevOps engineer (IT Specialist II) and a release manager (IT Supervisor II) -¯ for the new Comprehensive Child Welfare Information System (CCWIS). The engineer and manager will collaborate with Child Welfare Digital Services (CWDS), a shared endeavor involving OSI, the California Department of Social Services (CDSS) and California’s counties and tribes.

OSI says it “provides project management, oversight, procurement and support services for a multibillion-dollar portfolio of high-criticality projects.”

“The senior DevOps engineer is a subject matter expert” in the architecture of applications used by Child Welfare Services – California Automated Response and Engagement System (CWS-CARES), the job posting notes. “The senior DevOps engineer will be an ongoing contributor to the complete life cycle of the CWS-CARES applications including the development and ongoing operations support of a complex, cloud-native environment that supports thousands of users in a mission-critical service delivery environment.”

Other responsibilities of the position include:
  • Define system architecture, which includes coordinating and deploying infrastructure system design, modification, upgrade and implementation.
  • Verify stability, interoperability, portability, security or scalability of system architecture using services provided by Amazon Web Services, commercial off-the-shelf (COTS) software or custom tools and scripts developed by the project.
  • Design standards and high-level structures for software systems.
  • Create, enhance and maintain IT software solutions when tools do not exist, using various programming languages (e.g., Shell, Python, Ruby, AWS Lambda or Java) to meet project requirements and expectations.
  • Collaborate with a multifunctional team made up of state, county consultant, and contractor personnel to analyze stakeholder expectations and develop appropriate strategies for effectively engaging stakeholders in project decisions and execution.

OSI’s other key position that’s in recruitment is for a release manager, who will support “a group of technology teams by overseeing, monitoring and troubleshooting the software build and delivery process for the CWDS, from a central vantage point,” according to the job posting.

“The incumbent must be adaptable, detail-oriented, innovative, tactful, analytical and able to understand and respond to clients’ needs in a rapidly changing business environment,” the posting says. Key duties, according to the duty statement, include:
  • Focus on release planning, release change control and release readiness in coordination with each relevant functional area to ensure a successful migration among environments and deployments to production.
  • Work with the Executive Leadership Team, Digital Service teams, Technical teams, Development Operations (DevOps), Customer Relations, Data Management, Project Management Office, Legacy System and Service Desk to manage the release plan, project road map(s) and program increments.
  • Be responsible for the creation and maintenance of the release plan for the migration of software changes among development, testing and production environments using the Agile Software Development Life Cycle (SDLC).

The position has a monthly salary range of $7,593 to $10,174, and the application deadline is Oct. 3.
