Bidders must “provide certified, qualified technicians … (and) list all proposed hardware, be able to ship, deliver, install, and test this hardware, and shall install, service, and modify cabling and fiber” at any of the state’s various Office of Technology (OTech) sites, the RFQ specifies.
The RFQ was posted Friday; the deadline for vendors to submit questions for the RFQ was Tuesday. The submittal deadline is 2 p.m. May 19, and the public opening will be at 2:30 p.m. The proposed award date is June 8, and the chosen bidder “must be able to meet all requirements of this RFQ and be ready to begin offering their services and materials within 30 calendar days of the contract award date,” the document states.
CDT estimates proposals for the first two years of the contract will cost about $500,000 for parts, not including labor. The optional third year of the contract anticipates a cost for parts of $250,000, also excluding labor.
The RFQ addresses work to be done at OTech’s data center in Rancho Cordova, and it also specifies numerous other Metropolitan Area Network Downtown Fiber Ring locations where work may be required.
The RFQ includes a preference for small businesses, and it notes that joint proposals are allowed as long as all participants meet the requirements stated in the document. Those requirements include but are not limited to:
- The prime contractor must possess a valid and active Contractors State License Board (CSLB) General Class C-7, Low Voltage Systems Contractor license. Subcontractors cannot be used to fulfill this requirement.
- The prime contractor must be currently registered with the Department of Industrial Relations (Labor Code sections 1725.5, 1771.1) and must possess Corning Network of Preferred Installer (NPI) Certification and Panduit ONE Enterprise Structured Cabling Deployment Partner or Panduit Registered Installer Certification.
- Technicians who will perform the work of this RFQ must have a minimum of four years of experience as a journey-level telecommunications technician.
