The information security officer (ISO) is responsible for overseeing and implementing information security policies, standards, guidelines, processes, procedures and best practices, according to the job posting and duty statement.
“The ISO manages the CAL FIRE information security program and CAL FIRE Cyber Security Incident Response,” the duty statement says. Responsibilities of the role include:
- Establish and maintain CAL FIRE security policies and procedures in compliance with state information security and privacy requirements, and work with agency and state ISOs to meet policy frameworks and guidelines.
- Act as the information technology privacy officer and oversee CAL FIRE compliance with state policies and procedures regarding the privacy of data under the stewardship of CAL FIRE. Approve proposals to use technologies to maintain or access files containing confidential or sensitive data.
- Establish administrative safeguards for properly securing individuals’ personal information. Respond to all requests from legal entities relating to privacy compliance or investigations.
- Oversee the IT Risk Management program and perform regular risk assessments and work with the CIO, compliance officer and operations manager to ensure that risks are identified and mitigated where practical. Assist the CIO in defining and implementing an IT risk program.
- Drive a predictive instead of reactive approach to new and emerging technologies, anticipating potential risk concerns prior to implementation.

The California Department of Technology is recruiting for an IT manager II to serve in an executive role, managing, overseeing and performing “the most critical, sensitive and complex tasks related to statewide non-delegated IT and telecommunications project procurements.”
“The incumbent will participate in the formulation, development, promulgation and implementation of the state’s IT and telecommunication procurement strategy, policy and procedures, with a focus on reducing complex and unclear requirements, streamlining processes, improving the quality of the solution/service procured and protecting the state’s best interests,” according to the job posting and duty statement. The manager “independently directs and manages, under broad direction of the deputy director, professional staff in the completion of procurement objectives and activities in accordance with legal statutes, regulations, policies, standards, and procedures,” the posting says.
Desirable qualifications for the role include:
- Thorough understanding of principles, practices and trends related to IT and telecommunications acquisitions.
- Thorough understanding of and experience with various IT and telecom project procurement methodologies and fundamentals.
- Thorough knowledge of project, contract and vendor management methodologies and best practices.
- Extensive experience with state-level policies and procedures relating to the acquisition of statewide IT and telecom goods and services.
- Extensive experience with the state’s administrative processes, including Budget Change Proposal development, HR functions, legislative bill analysis and program management.
