Tracking the Spend: Rail Authority’s Top Buys of IT Services

The California High-Speed Rail Authority contracted for a variety of services, including consultants who worked on the enterprise asset management system and maintenance and operational support of the authority’s geographic information systems, custom applications and integrations.

The California High-Speed Rail Authority’s five largest purchases of IT services in 2021 totaled just over $5 million, according to state procurement data.

The authority, part of the California State Transportation Agency, is responsible for planning, designing, building and operating the nation’s first high-speed rail system. It offers information for vendors interested in doing business with the high-speed rail (HSR) entity.

The largest purchase of IT goods in 2021 was for “Information security services to support increased compliance to the state’s security framework.” The contract for $1.45 million, which runs from June 1, 2021, through June 30, 2024, was awarded to KPMG under an IT master services agreement (IT MSA), according to the State Contract and Procurement Registration System (SCPRS).

The other four largest contracts were each for $900,000, all awarded under IT MSA. They are:
  • “Expert consultant services to perform ongoing maintenance and operational support of the authority’s enterprise asset management system, IBM Maximo.” This contract runs from Oct. 25, 2021, through Feb. 28, 2023, with Providence Technology Group.
  • “SharePoint Support Services to perform ongoing maintenance and operational support of the authority’s 2016 SharePoint application and Farms environment.” This contract runs from July 2, 2021, through Dec. 31, 2022, and is with Kiefer Consulting.
  • “Expert consultant services to perform ongoing maintenance and operational support of the authority’s geographic information systems.” This contract was awarded to Geographic Technologies Group Inc. and runs from Nov. 8, 2021, through Feb. 28, 2023.
  • “Expert consultant services to perform ongoing maintenance and operational support of the authority’s custom applications and integrations.” This contract was awarded Sept. 9, 2021, to Stanfield Systems Inc., and runs through Nov. 30, 2022.
These five contracts together totaled $5,050,000, according to SCPRS.
