Windsor IT Leader Returns to Private Sector; Town Examines Position

Windsor's former Information Services manager said he's "returning home" in his new job. It's not yet clear whether his position at the Northern California town will be filled.

After more than 15 years in the public sector, the IT leader in the Northern California town of Windsor, 9 miles north of Santa Rosa, has returned to the private sector while his former department examines the position.

Information Services Manager Robert Lee stepped down during the week of Jan. 28, Windsor Human Resources Director James Leon confirmed to Techwire. Leon declined to specify Lee’s last day with the town. In an interview, Lee, the town's first information services manager, told Techwire he has joined Exchange Bank in Santa Rosa as senior security administrator.

“I’m just returning home to information security,” said Lee, who had been at Windsor since May 2017 and had previously worked in the Sonoma County Information Systems Department since February 2001. There, he was most recently its Information Security governance, risk, and compliance (GRC) officer from March 2015 to May 2017. In the early 2000s before joining the county, Lee had been director of information technology at PowerCom Energy in Los Angeles, and he said returning to the private sector should be a natural transition.

“I’ve been in IT security in the public sector, so I’m just going back to my skill set,” said Lee, who described Windsor as “a good place to work.” His primary responsibilities at Windsor included managing technical projects, staff and vendors relative to the town’s information systems; and leading overall direction of Windsor’s information systems, architecture and security, he said in his LinkedIn profile.

His position is one of several at Windsor, a town of more than 26,000, which are either vacant or have interim replacements. Since Dec. 6, Windsor’s town manager position has been filled on an interim basis by Community Development Director Ken McNab, Leon said. The position of assistant town manager is currently vacant, and the Deputy Director of Finance Jeneen Peterson has concurrently served as acting administrative services director since November. Leon said a decision “hasn’t been made yet” on filling Lee’s position, adding that, as a part of administrative services, it would fall to that department’s director.

“The position is a part of the administrative service department, so the administrative services director would make that determination. And then they would make that recommendation to the town manager,” Leon said.

In an email, Peterson addressed potential next steps toward filling the information services manager position.

His duties, she said, “are being handled by our long-term IT consultants, Portola, while the department assesses the position and future actions regarding replacement.”
