The city of Fresno named Bryon Horn its new CIO in an announcement Wednesday.
Horn has worked for the city of Fresno for the past 13 years, most recently as the assistant CIO. He had been the acting CIO since Carolyn Hogg was named the IT and innovation director for Alameda, Calif., in early 2016.
Fresno City Manager Bruce Rudd called Horn "a homegrown talent with considerable experience in managing complex projects and high-profile tech operations."
Horn also is the current president of the Municipal Information Systems Association of California (MISAC).
As CIO, Horn will lead Fresno's Information Services Department, which is responsible for voice communication systems, network connectivity, disk storage, security, data integrity and data backup operations, Internet connectivity and security, email communications, procuring and maintaining city hardware and software, geographical information services (GIS), fiber infrastructure and Web operations management, as well as user support, according to the mayor's office.
Horn attended Fresno State and has a master's degree in IT from Aspen University in Denver. He's a Certified Information Systems Security Professional (CISSP) and Project Management Professional (PMP).
