Office of Systems Integration Names Chief Deputy Director

California's Office of Systems Integration has tapped Peter Kelly to fill its vacant chief deputy director position. For the last year, Kelly had served as OSI's deputy director over the Child Welfare Digital Services (CWDS) organization, which is using alternative procurement and development methods to modernize the state's child welfare IT system.

California's Office of Systems Integration has tapped Peter Kelly to fill its vacant chief deputy director position.

For the past 15 months, Kelly had served as OSI's deputy director over the Child Welfare Digital Services (CWDS) organization, which is using alternative procurement and development methods to modernize the state's child welfare system. Kelly has spoken often at tech events in California and nationwide to share how the division is using agile principles on the project.

"CWDS is at the forefront of reforming how information technology projects are procured and delivered in the State of California. Peter’s performance and leadership over CWDS has been a positive catalyst in the transformation of information technology delivery in California," OSI Director John Boule wrote in an email sent to state staff on Monday announcing Kelly's new role.

Kelly's experience includes work on agile software development and user-centered design in both the public and private sectors. He was chief of the CA-MMIS Division Project Management Office (2014-15), deputy director on the FI$Cal project (2009-10), and a computer scientist at Lawrence Livermore National Lab (2000-06). In the intervening time, Kelly worked for Deloitte, Cambria Solutions, Public Consulting Group and SMUD.

Kelly is a certified Project Management Professional (PMP) and a Certified Scrum Master (CSM). He received a bachelor's degree in business administration from Cal Poly, San Luis Obispo, and an MBA from California State University, Sacramento.

As chief deputy director at OSI, Kelly will continue to be involved with Child Welfare Digital Services. In fact, Boule said Kelly will continue to act as the deputy director for CWDS as they recruit to backfill for the position. Kelly also will directly supervise the new CWDS Deputy Director when that person is appointed.

State CIO Amy Tong and John Wordlaw, now with the Judicial Council of California, were the two previous people to serve as chief deputy director at the Office of Systems Integration.

Established in 2005, OSI manages many of California's biggest IT systems in health and human services.
