State Bids: Agile Vendor Pool Refresh, Board of Equalization, Social Services

This week the California Department of Technology published the pre-release version of the document, which according to the draft is slated to be released in its final version on Feb. 3.

The state is expanding the pool of vendors pre-qualified to provide state agencies and departments with "user-centric" design and agile software development services — which will be eligible to bid on future Request for Offers (RFOs) — from 11 companies to as many as 30. As part of the process, ownership of the pool is moving from the California Health and Human Services Agency (CHHS) to the California Department of Technology, in order to allow a broader range of state agencies and departments to use the qualified developers' services.

Competition for those spots could be tight. California Department of Technology senior adviser Adrian Farley, the pool's executive sponsor, said approximately 50 vendors took part in a webinar last month that the state hosted to give more information about the Agile Development Prequalified Pool (ADPQ).

As in the process formed the initial pool of vendors, companies will be asked to submit a functional prototype as part of the selection process.

Here are other noteworthy bid opportunities across California state government that Techwire is tracking:

  • The State Board of Equalization is looking for an Avaya Certified Solution Architect from qualified partners to support the agency’s Centralized Revenue Opportunity System (CROS) project. The architect will work closely with the Customer Service Project Manager and/or CROS designees, providing comprehensive system analysis to ensure integration. The final date for vendors to submit quotes is Feb. 3, with Intent to Award scheduled for Feb. 6.
  • Earlier this month, the Department of Social Services issued a solicitation requesting support in evaluating the state's Child Welfare System. According to the RFP, the contractor will facilitate Citizen Review Panels, which provide annual recommendations on enhancing delivery services to children and families. Responses are due March 21, and questions concerning the opportunity should be submitted by Feb. 7.
  • In conjunction with the Department of Technology, the State Controller’s Office is seeking information regarding travel expense reporting solutions. While the state currently uses the Web-based California Automated Travel Expense Reimbursement System (CalATERS), the product will no longer be supported by the vendor. Following this RFI, the agencies intend to release an RFP for replacement of the unsupported system. Vendors interested in submitting information in response to this solicitation should respond no later than Jan. 31.
